If that post was accurate(I doubt it), then it would mean most likely we will have a 1 per planet limit to outposts.
i can see reasoning behind limiting the amount of temp landing zones loaded at once. if each is the size of fallout 4s external map, your gonna be taxing the engine and your pc if you have too many loaded. its also the most likely reason why theres the boundaries in place, which i would of been suprised, and actually worried, if they didnt have those.
Hopefully they’ll be interesting enough to explore.
Mods will improve it as well.
There is probably a limit to how many outposts you can build.
EDIT: It won't work to have the outpost stay while the terrain changes. They won't do that. That would make zero sense.
You could build an outpost on the edge of a tile vaguely shaped as Atlantis city from afar. So that when you go there after three landings, you get the illusion of some realism. But then you would have to redo that the next time you land
