You're going to have a bad time on that machine on the lowest possible settings at 720p.
EDIT: Of course this is based off of measuring your system vs the minimum system requirements for Starfield.
Your GPU is <50% strength of the minimum req.
Your RAM is <50% of the minimum req.
Your processor is really weak for an AAA title.
Minimum and recommended are not always spot on but even in this case you better get huffing some hopium.
You would certainly need to get creative with the game settings .ini files to reduce it more than what the in-game settings allow.
But I would wait for footage of 4g VRAM GPU devices running this game.

u have very low speccs for 2023 released games.
if you don't want to ruin your gaming experience, you shouldn't buy it on your system in the first place.
or just invest 1000€/$, with that you get nowadays already quite gaming suitable pcs.
Games are poorly optimized for PC these days, it's why people still keep to consoles these days. Personally I won't be buying Starfield unless it's on Geforce now or the Steam deck. Besides we have game pass that allows us to play Starfield without having to worry about system requirements.

Couple of builds a math teacher shows some ways to order up all the parts and come in on a tight budget while still getting a really good play time experience!
Sure its not the best top end build but uh, those still cost about ~2000-3000, true those feature 4090's and best stuff, those things might go 10+ years cause only a really big new thing would dent the performance really.
The Minimum required specs for Starfield are
A 6+ Core CPU
16GB of RAM
A GPU with 8GB of VRAM and DirectX 12 Ultimate Support
and an SSD
So with a Quad-Core CPU a low end GPU and miss-matched RAM sticks and a lack of an SSD I'd be impressed if it launched... I doubt it'd be enjoyable even at 1280x720 (720p)
