You can Preorder, Pre-download ,watch reviews for 8 hours and even play the game for 2 hours before issuing steam a refund request. As long as you have less than 2 hours playtime and the purchase was made less than 14 days ago you are fine. Just buy it.

Early Access Starts on the 1st of September
Pre Load starts on the 30th of August
If the goodies in the premium edition appeal to you then get it. If not, just get the regular version. For me, a few days of access isn't worth the extra money.
Plus if you don't get the premium version you can watch the launch bugs without being impacted by them.
This is a Bethesda game and, chances are, the game is going to be buggy on launch for a lot of people. I fully expect the game to either have "mixed reviews" or "mainly negative" due to people being upset that they cannot play on max settings at 240 FPS on a 1060.
Waiting out that initial frantic energy will give you a chance to decide if the game is worth buying with all of its bugs and issues or if it is better to give the game six months or so until a lot of the bugs are fixed.
But, if you feel that potentially playing early is worth the extra money - go for it.
