So should I play on Xbox series X and get 4k graphics...or on PC and only get 1080 but get way more mods?
I'm torn. PC means more mods and probably they work better, but Xbox Series X means 4k graphics and better framerate.

Xbox won't have Script Extender. So you will be VERY LIMITED on mods.
If stuff like Beyond Skyrim Bruma is on Xbox then I think people playing on there will be just fine when it comes to mods.

If you have both a console and adequate PC to run @1080 you solve the mod problem, you can install where you want. Play on the console for more than 1080p, and turn to PC otherwise. However your PC savegame from a modded game will likely not work on the console.

"Better framerate" is relative.

"Better" against a 7800x3d/4090 combo? Absolutely not.

"Better" than a 2700x/1070 combo? Probably.

It should also be noted that the "smoothness" of the console version is achieved by using compressed textures (hence being of smaller size than the pc version) and with a 30 fps cap even at 1440p, one could achieve the same thing on pc as well by turning down texture quality and imposing an fps cap.

So what is your pc set-up?

There's literally zero reason to play Bethesda games on PC since they added mods on console.
You can't use script extenders on the consoles or the Windows PC version. So you get essentially no mods.

The windows PC version is treated the same as consoles. No script extenders. So in other words it's useless. I think a lot of people are going to find out the hard way and be Heartbroken. Trying to save some money and actually spending more because they have to end up buying the REAL version of the game. Plus all the dlc you would have to buy for a game you don't even own would just be foolish.

Huh? U get whatever resolution your monitor is on PC. This shouldn't even be a question if u have PC get it on PC

No. All the console upscale. And none of them are doing any knew games at upscaled 4k 120fps.

Some games use upscaling/reconstruction and some don't
