Can you talk/interact to every NPC in the game?
Do all NPCs have names and you can talk to them just like Skyrim, or there are fillers?

The game is too massive to not have fillers.

Look at what happened to Baldur's Gate III.

By the time you make it to the big city, you realize that it's full of one-liners.

Pure speculation. I am guessing there are fillers, Fallout4 had a lot of nameless NPCs with nothing to say. I can only imagine the crowds in the cities will be much the same.

Sure

Why would you want to, Do you run up to and talk to everyone you see on the street. Seriously Just interested
One "journalist" said he could during some backstage preview event a few months ago.
But I would take anything from the IGN style "reporters" with a grain of rice. He might have just been talking to a specific NPC that Bethesda pointed him to.

I do hope we can though. I absolutely hated "Megaton Citizen"s in Fallout 3. Even if they don't have names, I want to at least ask them questions.

i mean do you behave like you do in a video game as you do in real life? it is meant to be escapism and allowing you to do things you otherwise wouldn't

like i don't make a habit of murdering people irl but i do plenty of that in video games

Yes, it's kind of feel very not real to meet everyone everywhere at one, but I do understand why some doing it because due maybe chance to getting rare item or quest or xp to level up?

No but in real life you can if you wanted to. I get the point from OP. Even if it's just a one liner. It's what makes the game immersive. Red Dead Redemption 2 lets you talk to/interact with every single NPC you come across. It makes the game world immersive. It's not that if there are 100 NPC's in a city that you want to talk to every single one of them. But if there is one NPC you would like to talk to, it would kind of ruin the immersion a bit if the NPC would just stand there and be non-interactive and you can't talk to them. It's all about immersion.

They will probably make some sort of noises at you as they go about their business. So not any sort of deep conversation.

To me npc are basically window dressing they make the game feel alive. Some games require you to talk to all in search of side quest this is a chore I prefer when quest givers are marked. I find immersion with the story line and interesting named npc's connected with the story not some rando on the street. but as I said was just ineterested.

I'm sure that at some point in the medium term, the AI will take over in some creative parts of content, and this could be one of them, conversations with all the npc in a game, but for now I think we're going to have Cyberpunnk 2077-style cities with all the dumb NPCs.

So did New Vegas.

If you see someone with a name like Primm Resident, they're not going to have a lot to say.

Just looked at the leaks. So it seems many NPC's don't have names, and you can't speak to them; they just spout one line if you try.

Skyrim wasn't even this bad. Oblivion was more in-depth. 12 and 16 years ago, respectively. But in 2023 we get a downgrade, apparently. My trigger finger is getting itchy near that refund button, can't lie.
Do it, then. Refund and leave.

It's a game. So by definition not real life.

From the leaks I've read, outside the mission givers only a few NPCs had any dialogue.
