The good news is that Skyrim's Creation Kit was released February 2012, four months after release. So it could be as early as January 2024, as you say.
Then this, it all depends on the mod support offered and when. If we are assuming it releases on the games release date. It's safe to bet full mod support so that's assuring. I don't mind the wannabe modders who just change values and call a mod. The mods we hold near and dear to our heart are the ones that add onto the game in ways that was not there before.
I expect more of the same.
The cynic in me wants to say they COULD bring this out faster but wont so they can sell us thier custom mods and reskins for 5USD a piece in the creation club. No doubt various reskins and mods are being developed now as we speak.
I dont expect player driven mods like fleet battles and "rts/4X" gameplay mods for atleast 2 years after release.
CBBE though for sexy companions? Probably 2 months after the CK is out.
As for the R18 mods, I do hope it's not crude and it's more tasteful. Doesn't have to be related to female breasts, though can be suggestive and teaseful. Having elegant eye candy characters would be nice, and even those who help you just as much.
There used to be a fun anime named 'Mouretsu Pirates', that would be a fun one to add into this game for the fun of it, not for the morally corrupted people hijacking Anime for weird world movements. I'll leave it intentionally vague like that.
Cbbe took an approx of 1 month post launch for both skyrim and fo4. It was out before the creation kits were.
The first mods never take much time to release because older tools can be adapted to the newer launches, xedit was available day one for skyrim with some bugs.
