Report a translation problem
If a voice-over exists, it's at least *possible* might *eventually* have a mod to make the player character/protag silent...but *extremely slim to none* chance of ever getting a voice for a silent player character/protag through the mod community.
(again [as per my previous comment], not that I care, lol...I'm subtitles all the way with sound off for personal reasons)
Due to the scope of the game having a voice actor probably wasn't realistic for Bethesda. They don't make cinematic games like Naughty Dog or Rockstar. I'm also curious if you even played any Bethesda games other than fallout 4? They all have a silent protagonist. Just sit back and enjoy it like its your own simulated text adventure.

For a game like this the character is an extension of myself, or a character I've made up (usually the former). Voice acting obliterates that every time tone or the words chosen are out of character for myself.
So I far prefer it this way if the character is my own.
