Todd Howard confirmed that members from Starfield's development team actually helped with Fallout 76. FYI
Yeah while the bulk of the team worked on Starfield... Fallout 76 did not impede the progress of Starfield and/or Elder Scrolls 6

Begging, to an industry that takes years to release a final product.
You're looking at six years minimum. Possibly even eight, after the impact that Starfield will have on the market.
Some folks will be married with children by then. They'll be buying copies for their unexpected kids, rather than themselves.
And others, will be dead.
Even the film industry works quicker than the grim reaper.
They won't be.
Would rather play Skyrim.
