Can 3080 do this game in 4k?
FSR2 is piece of ♥♥♥♥, I don't want to use it.

This and other next gen titles not likely. I had a 3080 and it was starting to struggle at 5120x1440 and its about 2million pixels less then 4k. By the time you tweak settings its likely to look and run much better at 1440p max settings.
I just replaced a 3080. It was still good for 60fps at 4K in almost every game out. If we're going to say that since it doesn't do that at max settings in every single game then it isn't a "4K GPU" that means there isn't a single "4K GPU" available as even the 4090 can't do that.

The fact is it still averages over 60fps at 4K ultra settings in most review site benchmark suites. It is definitely a 4K capable GPU.

"Can do" is a very broad term, no one knows about actual performance metrics until release.

Right now if you are sitting on a 3080, would just hold tight.
Probably will run in 4K how much FPS no idea.

Yes I will hold with it, my 3080 is doing fine for now, no need to upgrade. But I would gladly use DLSS as I do in every game where it is possible, even if they run good in native resolution, I just love the sharpness that DLSS adds and the idea of free performace. But FSR2 is different story, even in the Quality mode the picture suffers a lot. I've played RE4 recently and jesus the FSR is disgusting there, I swear DLSS even in performance mode would have been better.

Should be able to, just don't do Ultra

a 3080 really should be enough, but you're going to need a good CPU along side it.

I upgraded recently to Ryzen 5700x, played The Last of Us on release when it was a CPU destroyer, it did fine. I think it will be enough for Starfield too. Also in 4K I will be GPU bounded anyway.

No, the 3080 is not a 4k GPU and will not do 4k decent settings at 30fps. This isnt a xbone game. It would do great at 1440p though.

That is generally correct, can not imagine it will deliver high frames...But people do play in the 30-60 FPS range all the time so...maybe we dont know yet.

The issue with gaming in modern games on a 3080 is the 10 gigs of VRAM, there are games in 4K that want just 10.5 to 11 gigs of VRAM its sort of a slap in the face.
Some games want up to around 16 gigs of VRAM when they are heavily modded with graphics mods like an ENB (a type of lighting overhaul mod).

So it just depends on how much VRAM the game needs in 4K, but it will be a step up from full graphics settings in 1080p.

OP could also just set graphics to say medium and play at 4K would not be that different from high end console, maybe then he comes in under 10 gigs of VRAM usage.

Would have to play around with it when get the game but its possible to get it running in 4K, am pretty sure about that. May not be the best settings for you though.

So ideal graphics cards for 4K gamers that want to mod like crazy would be,
RTX 4080, RT 7800xt, AMD cards that are fast an have 16 gigs of VRAM also, would give high end graphics settings and 4K good frame rates and FPS.

I dont mind stepping down from ultra settings, so VRAM is not a big issue for me.

Well, I think you see FSR through the eyes of hate, because I have the RX 6700 XT 12 GB and the R.E. 4 Reamake and it looks scandalous, why does it look disgusting? just because you have Nvidia GPU?
Nothing disgusting, everything spectacular.

It isn't generally an issue anyway lol there are only a couple games that are so poorly optimized that the 3080 doesn't have enough VRAM for 4K with the highest resolution textures

I've played pretty much every AAA game that's released in the last two years aside from the Last of Us Remake at 4K with a 10GB 3080 and the only game I've had VRAM issues in is Resident Evil 4 Remake. Every other game the 3080 hits a compute bottleneck before it runs out of VRAM

Like this gen games? If VRAM isn't an issue then actual performance will be when a 2080 is the recommended GPU.

I'am spoiled by DLSS, now even FSR Quality looks bad for me.

VRAM will matter...you've been warned!
