If the game supports DLSS then it should be able to play the game at mostly ultra settings at 1080p. But do not expect fps to be any higher than say 50 -60 range. But this is just speculation on my part and I could be wrong.
Then you might be disappointed. To know for sure, wait for reviews to come out.

So basically a RTX 3060 is not better than a RTX 2080.
Not even the TI or 12 gig version.
3070 beats 2080,
3070Ti is about the same or better than 2080Ti until you need more than 8 VRAM which 2080Ti has 11 VRAM.

Yes. The CPU a system has is going to be a big factor in a game like Starfield. If the GPU is strong, but the CPU is weaker, then you might have a bottle neck at the CPU level.
The RTX 3060ti version consistently beats the RTX 2080.

Which will help some in games which need more. Not sure how Vram dependent Starfield will be. Many games never use more than 8gb of Vram. Some do. Esp. very recent games.
Will matter later when mods come out, if you are into modding scene.

Please dont take offense to my earlier points,
Your card is at times on par with 2080's, its not really beating it by as much as I would like to claim better and in some cases doing not as well.
But no reason to run out an buy anything yet, especially if your going to play Starfield like modders do for so long, just wait till we have it in our test benches.
What is your GPU? The game will be more CPU demanding than GPU. That is my opinion.
Is it the K or H version? The recommended for the Intel CPU is the I5 10600k. The H would be slower. But not a big difference for the match up with the RTX 3060. As long as you are reasonable with your settings and expectations.
Well if the spec sheet is correct you should be fine,
however
CPU would be first thing, I would be looking to upgrade not GPU.
Check an see if you can get say an i7 or i9 socketed in that machine for cheap,
Should actually see an uplift in performance by quite a bit.
In your shoes, I might look up a b550 motherboard, some ddr4 64 gig kit, and just move everything over to that platform and socket a 13th i7....About the cheapest route into a modern machine I can come up with atm.
Good news is! You dont have to do any of the suggestions I just told you as you can wait and see how it plays out before making a major upgrade!
