I don´t think most people care tbh. It is a shame that people with 40th series don´t get FG to cope with the CPU intenssive game, but overall most people will be fine with the locked 60 fps.
I'm on a 3070ti and I'm fine locked at 60, but I think it's fair to criticise Bethesda for making a deal that will prevent DLSS being implemented in the game.
No, it's that RTX 4000 series owners were sold on "DLSS Frame Gen" by NVIDIA CEOP JENSEN HUANG and they all get angry when GAME DEVs that AREN'T PAID BY NVIDIA don't care to waste development time to implement a feature only a fraction of users on Steam will be using.
Nevermind that consoles and the non-DLSS GPUs make up a majority of their market. They should not fix general issues with the game like crashing or freezing your system to implement features for a guy that CHOSE to spend 1000s on tech because someone else promised them it would be in games.
It sounds completely stupid because it is. But don't tell them that...they will leave a mean comment!
No DLSS is certainly a feature in the 30 series, I believe also the 20 series. I think it's DLSS 3 with frame generation that is limited to the 40 series.
DLSS is for all the RTX series GPUs, but DLSS 3 will be for the 40 series only.

The only feature that's limited to 40 series cards is frame gen, DLSS 3.0 is the same as DLSS 2.0 just with frame gen.
As long as it performs well on my system, I don't care.
But if it runs not as good on my system as I'd like and could've performed better with DLSS, then it's a minor nuisance, but nothing that would stop be from playing.
And since it's already been confirmed as a mod, it's not like we'll never get to play with DLSS.
So it's not really that big of a deal for me. ¯\_(ツ)_/¯
I't not unreasonable to expect PC developers to implement a feature that has been present on the past three generations of cards that cost a lot less than £1000 though.
