OK, fair enough, but that doesn't answer my question. I just want to know if I can still match console performance at the very least.....even if that means locking myself to 30 fps. Maybe I will upgrade before it releases, maybe not.
In reality the Minimum spec is bigger than the reality.
What's more, if you play at a lower resolution (1080p,720p) the performance gain will be significant.

I mean, I managed to play CBP2077 on a DualCore with 2.60gh by setting the game to 480p.

So not even a steady 30 fps? Elden Ring ran at mostly 60 fps even with my cpu not meeting minimum. I feel like most pc gamers here tend to exaggerate how important cpu is.
