It really looks like minimal effort but the modding community once again will extend the life of it by adding content to the planets.
Bethesda is getting lazier in real time.
There's only 4 major cities across 1,000 Planet Sized Planets and you can do base-building... We all know why they did this, same reason they had Base-Building in Fallout 4. Why do any work when you can convince the player to do it for you?
That's not even touching on the abysmal performance. But, according to the Bethesda Fanboys, that's obviously the hardware and not the 2o+ year old engine they refuse to upgrade.
