No they did not say that at all... Its only going to be for consoles and even then i think the series x will get a 60fps mode...
Also, for me 60fps is fine for most games...
Yeah i was talking about PC - This is a PC forum
Like even if it's set to 60 fps cap at release, once a script extender is out that will be gone immediately.
It's annoying modders need to fix this stuff, but it's definitely something that will be fixed if Bethesda hasn't already fixed it.
Frustrating having people ♥♥♥♥ on the engine though, as if the Creation Engine isn't one of the most versatile and powerful open world game engines of our generation. No other engine allows for what it does, massive amounts of individual items with physics, meshes, etc etc. Plus the most moddable engine, too.
Even if Starfield isn't your thing -- Still buy it, if not for the mods that'll come out.
Speaking of Fallout 4, it doesn't fill me with confidence for Starfield. I thought Fallout 4 looked awesome when Bethesda showed it off before release. On playing it I was pretty disappointed.

the weird thing about this is, i thought they were working closely with the modders who fixed the older games to run at higher fps, like for skyrim there is that display tweaks mod, it allows you to reach 130fps, of course it also depends on the mods used and your hardware, but if you have a beast of a PC you can run almost anything at that fps.
they did a mod for FO4 as well, i forgot the name of that mod but it uses the same process as the skyrim version of that same mod, then there was that other mod they made for FO4 that speed up the fps to 350 during load screens only so that the game loads a ♥♥♥♥ ton faster because from some reason bethesda couldn't load the game fast enough even when the user was using an SSD.
anyway these mods make it so the game runs faster by bypassing the havoc's system that these games often come with.
i only hope bethesda made these changes for the PC version and aren't being lazy and only relying on your SSD to get the job done for them.
