If you bought the game on Steam then I'd imagine that you can download and play the game starting September 1st (that Friday before full release)

Steam only works on Steam, if you want the game for console you will have to wait for the game to show up in the console eshops

just buy the digital premium edition, it comes with up to 5 days early aswell.

It is a physical only version of the game. It just includes a digital code in the physical box. Only the standard and digital premium editions are available on Steam. The premium edition also includes the five days of early access.

Constellation Edition is a physical edition (it comes with physical goods ie watch etc) Steam does not sell it so you cannot use your steam walled to buy it. You can buy the premium digital version that includes the 5 days early access. You can verify it on the store page.

do you mean FOR steam?
the CONSTELLATION EDITION is the physical collectors edition, its not gonna be sold ON steam, but the game key you get will be FOR steam.
so you buy the physical edition, and you get a code to use on steam to get the game here. hope it helped.

If you want the Constellation "LIMITED" Edition for the watch its $299.99 plus tax and only available at GameStop and I believe at Bethesda directly, but good luck getting one cause the sells are going fast for that, but there you go, hope that answers your question.
