24gb of vram with a memory bus of 384 will be more than plenty. Don't forget to flash it for resizable bar if you dont have it enabled.

He means you may need a newer firmware, 3090 exists before ReBAR was introduced. When I had 3090 by MSI, I needed a newer firmware to enable it.
Nvidia enables ReBAR by default in a very small number of games and from my experience it's a placebo that makes minimal difference. You can't fix a stuttering mess with ReBAR On. LOL
In your case, you are probably fine.
Being able to access the full 24gb at once instead of chunks of 256mb is not a bad thing with some games.
Starfield will likely be very CPU and RAM demanding so the option for the CPU to use some of that GDDR6X better could potentially give a boost here.

For cards with low amounts of vram and smaller memory bus likely not a big deal at all.
