I've been playing on the PC with a gamepad for ages and recently bought the XBox Elite 2 controller and I'm sure that Starfield can be controlled very well with it.
Play eh already over 10 years or almost already 15 mainly only with controller also 3D Shooter I save only with controller have me so accustomed to this comfortable way to play.
Only a joystick would not control the game completely well anyway.
Gamepad? Do mean submersible control actuator device?
With one controller you cover everything.

Or if you want a affordable HOTAS option try the T.Flight Hotas X from Thrustmaster for 69.99.

The Logitech one is extremely popular, solidly built.
....it has never worked that way. Mouse and Flightstick/Hotas can be functional at the same time.
Most joysticks by themselves have far fewer controls. So with a joystick the problem becomes having a keyboard setup that let's you do all the other controls while holding the joystick. HOTAS is likely far to much for this game and isn't something you would use on the ground. Though you can use the PS and XBox controller on the ground.
For this game I would get the XBox controller as the prompts in game will likely be defaulted to that as this isn't releasing to PS4/PS5 right now. But if you have PS4/PS5 wireless controllers or even any other controller you can plug in through a cable it will likely work with steam though the XBox would be the easiest to use, setup and work with most games.
