I know there will be head adornment devices, but not sure about hats.

Did we see the companion and MC in cowboy hat? Some in baseball cap?

most likely tied to the outfit, or just being made for NPCs.

we have already seen what kind of gear we can equip.
spacesuits, packs, space helmets and outfits, your clothes is one entire set, so some sets might have a hat.

In all their previous games with full-body costumes, the hats have usually been separate.

I dont see where hats can be.

While I am just guessing, it could be possible that:

A. At the time of that , they hadn't looted any hats
B. Its listed under other.
C. It is part of outfit, which I don't think so since they split helmets and spacesuits.
