This is debatable.
I play Elder Scrolls Online on and off still and when I was just talking to some of my guilds there, they were saying that there was supposed to be some kind of dev discussion for the beta testing of the game right now where it was mentioned that Starfield upon release is supposed to be an "advanced live service game".
The idea is that Bethesda wants everyone online to track what's going on in Starfield in real time. They are also going to be selling item packs and stuff similar to the item packs for Assassins Creed by Ubisoft which will match various kinds of sci-fi themes.
Allegedly the beta testers were being told that Bethesda's plans for this series are for each game to stand alone, but major events are going to be determined by what happens in the majority of playthroughs over the first 18 months of the game. It's difficult to do a "Dragon Break" type thing in a science fiction game where all major plot choices can be canon at once, and the unfolding history of a sci-fi universe with news networks and stuff has to be consistent. So ultimately data saying what the most popular major plot choices were, will determine what the canon is for the next game.
Think of it as sort of being how they would decide whether The Blades still exist in the next "Elder Scrolls" game given the choice between them and a certain dragon in "Skyrim". The plot moments like that in Starfield will be decided by the majority of choices over the first 18 months of the game as they work on getting "Starfield 2" out considerably faster than their usual pace for releases as they have big plans for this to be an evolving universe.
At any rate according to this they suspect things like this are not going to be super-popular with all fans, which is why they have been saying so little about the actual plot for this game, or really many details about it at all despite it coming out in a couple of months. They figure people will be more willing to go with it if they already own the game.
So basically while the game might be playable offline, it sounds a lot like it's expected to be online, both so they can run a store front, and track data in real time.
