Why would they, those are multiplayer games.
Not played ether of those games on Steam. But all the ones I have, such as Skyrim, Fallout 4 and The Witcher 3, I can choose to go offline and play them.
If it has the Bethesda mod menu, or 'Creation Club' like FO4 did, it'll have "online features". But those didn't force you online, I believe.
I said multiplayer, not online. Don't stretch for your bias.

Redfall is a co-op game so, it will be online.
You said "online or multiplayer features". So yes the correct response was there is no multiplayer but is expected to have (optional) online features especially if it allows mods.
Well yeah, any co-op or multiplayer game you need to be online. The games I mentioned, are like what Starfield will be. Single player only.
Na. It would if there was a co-op or multiplayer option. Which there isn't going to be. At launch at least. Could be if you playing it using Microsoft's Gaming service. Which I won't be.
