By looking at the quality of lighting and texture, here's what I think will be Recommended Specifications:
Ryzen 5 5600x or similar Intel chip
RTX 3070 or similar AMD chip

My old system was an i7 4790k, with a 1070, and 32gb DDR3, and I could run FO4 at almost maxed settings @1080p (dropped the shadows back slightly for better frame rates)... So yeah, the only thing that kinda gives me pause would be the 8gb of RAM as, to my understanding, 16gb is starting to become the standard for gaming...

just remember Tod said in an interview about starfeild that it was aimed for 30fps

And my i5 is 18% to 20% better, and 25% cheaper(!) than your "monster" RYZEN 7 1700 ;
Wow I realised more and more that that i5 8400 was a good investment !

its literally a worse CPU aside it has a higher single core speed

You mean it is 20% slower than ryzen 7 1700 because ryzen 1700 is 8 cores at 30 gihz while 8400 is 6 cores at 2.8 ghz. Anyway as i said sicne i changed graphics card in 2021 and got RX 6700XT 12 GB RED DEVIL it runs all games maxed 1440p 60 fps and thats what matters!

RYZEN 7 1700 ; score 1830
i5-8400 2001 <---- Better!

2nd set fo pages; score comparison:
RYZEN 7 1700 ; score 841
i5-8400 1031 <---- Better !

I do not understand how can you say i5 8400 is not above RYZEN 7 1700
When both benchmark comparisons (again: that you posted) say the i5-8400 is Better

My conclusion:
1 both CPUs will run Starfield OK
2 my i5-8400 is Better than RYZEN 7 1700 !!!

Btw, when I update a PC component, I add an extra 50€ to get a component that will stay relevant for more years.
