2 - Develop the game using "upgraded" engine
3 - Release the game

Not really man you wanted a bunch of dudes to be like 'yeah this engine is old and trash' but that's cool...

And that's exactly why its taken so long for them to make a new game, they wanted a new engine so they made one - the Creation engine 2.0 is going to be a big step up from F4's engine which was still Creation engine 1.0 basically...
