Demon, if the game has a settings or cfg file, then you might be able to put the right values in for Motion Blur, then lock the text file as unreadable. That's a common workaround for such issues. Just remember, AFTER LOCKING THE FILE TO UNREADABLE, YOU DO NOT USE THE IN-GAME SETTINGS AGAIN.
I don't have the game, but if possible (about half or more games have such a file for settings or configuration), then this may work as a brute force and simple workaround.
Check if PCGamingWiki.com has an entry on this, and make sure it is the Remastered Game, as often they will change file formats or locations. The old game might have a useful forum though as well or entry on PCGamingWiki.com
It's not the only place to look for such info, but it is right about 95% of the time, which is better than most "modern" websites for such tips.
If there is a Steam Guide off the Forums, you might find info here on Steam for Crysis Remastered, of course.
SOME SUGGESTIONS:
There is another possibility here that many are missing, which is why some may be getting good results and others not.
Let's say you have a current game going from before the patch. You download the patch, but when you go into the game, the current shaders from before the patch are loaded. Now, perhaps even because of the texture streaming (but reality either way), you find it laggy and stuttery for the first few minutes or upon reloading the map.
PROBABLE REASON:
-- The Shaders and perhaps even textures all have to be replaced as the map loads in and as you move. That could be as much as hundreds of MB in total, on the fly, while playing the game and loading those assets and processing simultaneously.
-- To test this either start a new game from scratch OR find a way to clear the shader cache and then see if it solves the problem

Note, there are a lot of comments made by people who have never actually tested the new patch or even the Remastered Game.
Example:
-- How do you know that HIGH GRAPHICS setting is the same in the Remastered and the Original Game?
You don't. The Witcher 3 is a prime example of how the very same game has changed the settings for HIGH, ULTRA, MEDIUM, etc. Same is true with Skyrim. That's not a true comparison. HIGH is a grab bag of individual options settings, and changes often from version and patch to patch. That's why you should always use a custom setup, anyway.
-- How do you know if a major UPDATE changes something like Shaders loaded, or Shaders system or Maps or Texture or Model Types? Won't that cause bugs or tons of reloading of assets especially if I always load the same older save's checkpoint?
You don't know is the answer to this question's part 1. For part 2, yes it would cause a lot of reloading on the fly as you play the map from an old version or cause bugs in a worse case scenario, is the answer to the second part of this question.

Test the game for yourself from a new game or clear the Shader Caches at the very least. Test the latest version to say if the Remastered Version is better or not.
New buyers should read any manual or guides before they start up the game. Don't waste time on the tutorial or watching the initial movie, if any. That time is counted by Steam as play-time. You have 2 hours to test. Check your clock before you launch the game. Just basic tips to keep your refund via Steam Options open.
