no you cant
I can run the new Portal RTX tech demo with MAX settings and DLSS off at 100 FPS in 1440p.
Crysis? Nope! 🤣
Something's wrong on your side
Crysis seems to hate the 4090 lol.
Hardly run at 3440x1440 if you use DLSS.
Ran fine for me too and I use a 4090 like OP.
The FPS drops are usually caused by the late levels of enemies being stuck in the air or not being recognized when they get killed lol.
You're absolutely correct.
Or, maybe I just don't give a crap because I refunded the game already.
But, here you go.

It's okay, be jealous.
I love the fact you don't realize that's just the current GPU price listed on PCPartPicker.
I paid MSRP for my 4090. $1600. Woke up at 6AM on release and clicked refresh once.
It's not hard to get a 4090 at MSRP if you know what to do.

1) Download and use DXVK or better => DXVK-GPL-ASYNC (google it, great for AMD GPUs as well, fixes minor bugs with nightsky etc)
2) Once DXVK is set, go to settings and set "Objects Quality" to "Very High", keep the whole rest of stuff to "CIRC" whatever.
3) Disable VSYNC in-game, force VSYNC through "dxvk.conf" to avoid microstuttering.
4) Profit & Enjoy!

You still need a GPU at the equivalent of RX 6800/7800 as it runs on 90% GPU load in most difficult scenery with these. But FPS drops to 40-50 are gone. "Experimental RT" now runs better on "AMD GPUs" as well, but still under heavy GPU load, so reather avoid it.
You see, "CIRC" is wasted for "Objects Quality", it's the same old story for CryEngine for almost 20 years. Way too much of heavy LOD sh*at constantly overloading "DrawCalls", especially while outside in wide areas with many objects on set. If these are not properly occluded, it just drops to FPS hell. Only solution is to reduce polygons to reduce DrawCalls...
"Objects" on "CIRC" will almost never work OK in correlation with the engine itself and it's resource management no matter what GPU is used.. (except in case of CPU&GPU @OC to 5457788478 quadrillion of THzs indeed... ).
Vulkan FTW
BTW, soon we get 5090. Then we can finally play 5120 x 2160p
