I have spoken many Comrades, which play the Game too on different Platforms (f. e. older PCs with an Up to Date Operating-System and Up to Date Drivers). Some use Freelancer-Help, others not and most important they are 100% normal Gamers without an Influence.
All are saying: The Game is running fine on 1.11 and that Option is defenetly there for the Dirty-Air in the Settings of the Main-Menu-Screen.
Short said: It belongs to the User which is sitting on the Screen and how good he / she is maintaining the Hardware / Software.
I tested 1 Game-Update too with using an Freelancer-Part for an previous Version. Then I had similar Problems like you all have now. After the Freelancer-Part was deleted and the Files repaired, the Game runs 100% fine.
Then the Game runs like real Formula 1 with the correct Dirty Air-Effects. Means: You have the same Issues the real F1 have and the Drives / Teams have to concentrate more.
Have you seen a real F1 race? Because it does not seem that...tell me only one weekend where a driver like Vettel has had so many troubles, just a single one. In this "simulator game", Vettel makes multiples mistakes every weekend, and the amount of errors done by others drivers is not realistic at all. Trying to defend this is simply ridiculous

I had the same kinda thing suddenly start happening after the 1.10 patch (luckily during pre-race cinematics). Try updating video drivers? I think that's what resolved the issue for me, as I have no more issues.
I have the same problem
