Judgement Cut doesn't hit enemies?

I can't get this skill to hit enemies, or activate "when hit"

It works akin to a perfect parry, as in you need to hit the button just before an enemy's attack connects.

Is it supposed to not hit enemies the line or slashes touch otherwise?

The skill is described as "enhanced" when those happen, but it does not appear to do anything

You need to hold the attack button to sheathe the blade, and let it go to initiate the enhanced Judgement Cut. A flash will also appear on Renee when you let go of the attack button.

You have to get hit when that flash is happening for you to do the enhanced Judgement Cut.

What I'm asking is

Is the attack supposed to do nothing if it is not enhanced

Because I have used it repeatedly and it does not hit anything

Either with the slashes

Or the dash
