It's because you have Vsync on, you get 30 fps because you can't achieve 60 fps. Texture quality seems to be the main culprit for bad performance. Try lowering your graphic settings.

No one? I even updated my drivers, reset my PC, and verified the files.

No config file, what do I do?

Wait you're actually right wtf. Can't run a stable 60 without lowering Texture Quality of all settings? Damn this game's heavy for no reason.

Lowering the Texture Quality to High from Low which is one notch got me a 60fps cap now but why is this game so freaking heavy for a fighter?? Sparking Zero had whole maps and ran on less.

Also the render resolution is pretty damn blurry, not that it matters since my hardware wouldn't be able to make use of a higher setting.

I can barely tell the difference between Low and High texture quality so I also don't understand. I've also noticed the blurriness, I tried lowering the Depth of Field and Anti-Aliasing and it doesn't seem to change anything.

The game is perfectly playable for me but it's just... weird. Sometimes I get bad fps when zoomed in someone's face in a cutscene, and when it zooms out it's suddenly at 60 and nothing changed xD

Also, don't ask me why, but I get noticeably better performance when playing in borderless windowed over fullscreen mode lol

I always play borderless.
