Couldn't take Hardy Warriors or Conspire on the last turn

Hi all, apologies if this is a dumb question. I was playing online as Helena and even though I had the required cards (diplomacy), it would not let me play an agent on Hardy Warriors although no other agent was there. Is there some kind of tech or other card that was preventing me from doing it? I know what The Voice looks like when it's activated and it wasn't that. My opponents were able to do so after me.

You need to use 1 water to go to Hardy Warriors. If you don't have any water, you can't go.

There is a water symbol with a "1" on that board spot immediately under the Fremen symbol. Similarly, there is a spice symbol with a "6" in the Heighliner space: you need 6 spice to go to Heighliner.
