Imperium Row stagnation suggestion
A big problem is the Imperium Row stagnating filling up with cards that no one wants.

My suggestion is that when purchasing a card from the Imperium Row you can choose to either take ownership of the card as normal or Trash the card.

The high value cards would stick around while the low value cards could be cleared.

why would they change it from the base board game experience?

Ive read about this issue but havent played enough myself to experience it.
I know one of the expansions implemented something to deal with this, wasnt it even "family atomics" that lets you clear the row for new cards?

We can assume the expansions will be DLCs in the future but maybe this feature alone can be implemented in the base game.
DWD even did a similar thing for their digital Hagal app to make sure the imperium row didnt stall, "Imperial churn" or what they called it.

But ive also read that this isnt an issue as long as players learn to not sit tight and wait for the big cards all the time.

Low value cards aren't necessarily bad. Even the 1 cost cards are usually better than most of your starting cards. For example, Dr Yueh cost 1 Persuasion, is one of the worst cards available in the IR, but is still a strictly better version of Reconnaissance, and overall a more than decent card for Helena, who can access blue spaces at will.

While I agree that some cards are so bad I never buy them, like Scout or Sardaukar infantry, those are the exception, not the rule. Because besides those, literally any 2 cost card is still an improvement for a starter deck.

IR stagnation can be perceived as frustrating, but it's actually a good thing overall. It adds to the replayability of the game. Sometimes there's a lot of high-tier cards available leading to powerful decks, and sometimes, the cards offered are subpar and force everyone to adapt to lower-value decks. Without it, everyone would just play the most expensive cards over and over and ignore at least half of existing cards, leading to similar decks and play patterns over and over.
