Situation: any player scores 10 victory points.
Board game version: Endgame trigger occurs WITHOUT ability to play the remaining agents.
Steam version: Endgame trigger occurs WITH ability to play the remaining agents.

Hello.
You misunderstand the rules. All this sequence should be performed in the LAST phase of round, after sending agents, revealing cards and fighting in a battle. Therefore players will have already sent their agents before endgame trigger will occur. If you mean the situation when somebody gains 10th vp and game declares this round to be the last - its not the endgame trigger but a reminder.
