Should Undo be reviewed?

I didn't even notice it until there was a guy who kept undoing his actions quite a few times. It looks irritating and distracting as if he tried to confuse other players.

I'm thinking it should be limited to a number of times someone can undo.

I wish it showed the other person's turn only after they've committed to doing something that can't be undoed anymore.
