It's no official, so maybe I'm wrong, I got that only by reading steam critics that said dev said they would do that.
All of this are suggestions:
If they are going for DLC, I'm a little affraid by the dilution of players in multiplayer. I think they shouldn't exclude people who don't have the dlc to play with people that have them, and only permit to create games with DLC for people who have them.
That would make non DLC people rushing for games with DLC, hence giving value to those DLC (easier to find players).
They also could put additional features in their DLC, like card manifestos, etc. Now, if all of this is free that would be incredible.
