Should I keep Arsene?
I've heard that keeping the first Persona is worth it since you can apparently make them into their 'ultimate form' later making them the strongest in the game. Is this a recent thing or has this always been a Persona mechanic? How is this done? I've completed P5 before and played a good chunk of P4 and P3 when that was first released on PSP and I only just now heard about this

No need to keep him. You could use him if you want more challenge. But no other reason to keep him

Arsene's ultimate form is Satanael, which is story-related and thus you can only fuse him in NG+. You should've known that already, given that you've completed the game before.

On that note, Arsene is just one of the "components" used for fusion, there's zero reason to keep him in your inventory unless you really like him.

No I didn't know. I've only completed the OG version once and never did NG+ so I didn't know. I said I've played multiple Persona games without knowing this was a thing. Not everyone is going to know everything about something but thank you!

I forgot that it doesn't even give you the choice the first time because you have to have him for the first fusion but good to know I won't need to have a space reserved for him. Thanks :D

don't worry u don't need to reserve one slot for him for the entire game, u only need arsene when u wanted to fuse satanael on NG+ and even it can summon directly with some yen from registry and no need he stays on your persona slot.
Unless you exploit gallows, leveling Arsene will take much longer to level than just picking up/fusing for higher level personas.

He's good for the occasional curse hit and some builds that take advantage of pinch anchor but overall pretty meh, especially considering that there are some pretty good early game personas easily available like Ippon Datara and Jack Frost.

I would like to, as I kept Izanagi in P4G. Used him as an opening debuffer. With the mechanic similar to P4s Cafe Cards I'll try and do the same with Arsene and any enhanced versions of him.
