The best you can do to mitigate this is:
avoid any DLC items and persona
avoid public execution - if you must fuse this way, avoid rigged personas or those higher lvl than you.
Additionally, the lv5 str perk is legal but extremely broken if you know how to abuse it, so use it sparingly.
Anyway, I learned a lot of things with the 3x Max enemy HP mod. The opening fight against the two Pumpkin dudes, they aren't allowed to kill you. The gun tutorial fight where Mona is meant to kill them in 1 turn with his slingshot has broken A.I. when they don't die. As in Mona is set to auto and just randomly uses 1 slingshot bullet even though he ran out of ammo at the start?
Funny part is I get to experience more of the game with 3x enemy HP. Some basic game mechanics I've learned that probably existed in the original P5 is enemies can try to run away if scared. And you only have 3 thieves guild escape blocks per dungeon if you don't kill them within a turn of them trying. Also enemies are actually capable of running out of SP and can fail to use skills when that happens. Even the original P5 is baby easy to the point where you'll never find out about the SP or enemy escaping I think.
This exists on PC? 3x sounds like too much. 2x would be better. And turn off some stuff like showtime.
They have various percentages, but not 200%.
Also 2x HP is so low you'd be one shotting most starting enemies regardless because merciless gives 3x damage instead of 2x damage on super-effective element hits. Which is why Merciless is mostly easier than hard mode.
I can understand 200% for the sake of bosses. But cannon fodder is already so squishy and susceptible to baton pass combos as is.
Original P5 was easy too.
Not sure what you mean about combat functions. Execution mode you mean the red thing? I
I think the dungeons are a big improvement in Royal. But the difficult even on hard is like an assist mode.
