Mostly often! Some characters will mastered it if it reached a max AP! You can also level Arks to get more skills too!

IMO It depend on what u need. If your character have all skills they need u might need to farm for ark ether instead.

the progression is this: unlock unit, learn skills on arks until you have every skill the unit can benefit from, THEN pick an ark that best fits the unit's abilities/elemental skills, then repeat for each unit. Unless you NEED the ark skills to win, ALWAYS use a new ark because as you unlock skills through arks you gain progress for the "learn skills through arks" achievements, which gives you free crystals. EVERYTHING earns achievements, and achievements = free crystals and resources. I am at the point where I am learning skills and leveling units to 100 just for the achievements and Crystal rewards.

Yes switch arks. They have unique abilities beyond skills that will make the difference in high end battles. Your mix of ark skills, natural skills, equips, and arc abilities will create unique builds.
