Old Sagat is "technically the original Super Street Fighter 2 version of Sagat, but this is based on the original Super SF2 Turbo machine, as Hyper SF2 was hit with a bunch of nerf bats on several characters.
However there is a slight difference between picking "SSF2" Sagat" itself in this game, and "Old" Sagat, which is equivalent to "Old" Sagat in the original Super Street Fighter 2 Turbo.
The SSF2 versions, while having all of the main capabilities of the "Old" Versions of the Super Turbo iterations, cannot cancel many of their normals or other special abilities that they could in their Super Turbo versions. In other words, the SSF2 versions play exactly like the SSF2 versions did on the original SSF2 machine.
The "Old" versions gained some of the normal and animation canceling abilities that the "Super Turbo" versions had, while still retaining their SSF2 move set, so this was a straight up buff compared to playing the vanilla SSF2 versions, while not having the reworked moves and Super meter from ST.
Note: I distinctly remember something about "SSF2" and "Old" Sagat, or possibly JUST Old Sagat, being nerfed in Hyper street fighter 2, while "Old" Sagat in the original Super Turbo arcade machine was just completely OP (e.g. he had his old Champion Edition recovery speed for his fireball), much like "CE" Bison" used the nerfed version of Bison that was in the Japanese CE and newer PCB versions, rather than the lolstomp Bison on the release USA versions of champion edition.
