The game is made by Teyon, which is a Polish studio.
I have a 3090.
a new pc costs a lot no matter if you work. if you can afford a good gaming pc with e.g. a 4080 in it, and don't have to worry about it, lucky you. but the majority manage to get through a month without being broke a week before the end.

i just assume that you don't even work and your parents paid for your pc. just an assumption in regard of your 5 years on steam...
yeah that was my next thought, but the engine is also responsible for how the game runs. still doesn't directly have anything to do with quality...
so my 2070 can handle the game better than your 3090? yeah, that seems like a "you" problem.
Well Unreal has never been particularly amazing either. UE4 was notoriously ♥♥♥♥♥♥ and UE5 has not exactly gained a sterling reputation in its short time in the wild. But the developer is more responsible for how the game runs than the engine. It's their responsibility to optimize the game properly. A good engine will only give a bad developer a bit of leeway but it can't overcome a certain level of shoddiness on the part of the developer.
I have no clue what your performance is like. For all I know you are running it at 1080p. For all I know you are getting terrible performance but you don't have the eye to notice it. Without seeing footage I cannot say. It's not a "me" problem, though. The game is poorly optimized. Not the worst ever, but by no means the best. Just because you either cannot see it or are running it at such low fidelity that it doesn't come up or just won the silicon lottery is irrelevant to me. For the most part it runs fine. It drops in certain cutscenes, I think caused by the DoF, and in some combat encounters. Still way better than a lot of releases this year. It's functional but by no means impressive.
Also the GPU is only half the equation. The CPU is really important too, which you would know if you weren't a neophyte. Mine is an i9-11900k. Not top of the line, but definitely above what this thing should demand. I don't think this game has a lot going on under the hood that would cause an intense CPU hit. It's eurojank, plain and simple.
Well, then I'll wait for this game to get fixed, too :)

This happens with literally every release, especially the unreal engine ones.
