Sounds like Diana Powers (Andrea Roth) becoming Neurobrain/Metronet in The Future of Law Enforcement, the feature-length pilot for RoboCop - The Series (1994 - Skyvision Entertainment), who sort of was like a RoboCop love interest for the series.
From what I recall Neumeier's old script "Corporate Wars" was used for making that pilot.
Yeah it's a real tearjerker.
Sometimes being half man, half robot, all cop ain't all that it's cracked up to be and you'd rather they'd left you on the gurney table on that fateful day when death itself was denied.
Garbage in, garbage out. The system that pumps us full of trash is mostly to blame but hey 'good citizens' are not encouraged to be anything that gets in the way of their civic duties :p

Hey if we elect this blue or red guy he's going to solve all our problems... that's the good citizen mindset.
Heck that's one of the reasons I dig Robocop the movie is good satire on just how unjust the system that supposedly is set up for our good is anything but that.
