This I agree with. A complete disgrace to the franchise.
That's not a plot hole. Not every little thing has to be shown or explained when it could reasonably happen off-camera. In Robocop 3 it's reasonable to assume that they'd keep developing new weapons and tools for Murphy over time.
That comes down to who owns the rights and acquiring the licences. Terminator Resistance was based exclusively on the first two movies because that's all Studio Canal own. They couldn't legally reference anything in the films after that because the rights kept changing with each movie - Terminator 3, Salvation and Genisys were each made by different production companies, so they had no choice on how far they could take the story.
Robocop was likely a package deal. The trilogy is still shown on TV every now and then, and is still available to buy on home video. They wouldn't want a videogame developer declaring a product that they actively sell as non-canon just because it wasn't as well received as the other two.
It still doesn't mean that they can't make a Story based DLC to introduce the weapon. You said it yourself, They wouldn't want a video game developer declaring a product that they actively sell as non-canon just because the robocop 3 wasn't as well received as the other two.
This... you can take the basic gist of basically any plot and make worthwhile entertainment out of it if done well.
On a different note though: I am pretty sure they do not really want too much to do with R3 b/c movie is not really popular among the fans. This is why the game takes place before that movie so they would not have to deal with that lore but instead to use the best parts from lore.
THey got both properties already no? MAKE IT SO!
I loved this game.
But they don't have to keep it canon... it's just a game.
Devs, JUST DO IT. The more RoboCop, the better.
