Its a VRAM heavy game
Wow, I have not actually read the declared min specs till now - i7-3770, 16GB RAM and GTX1060 to get 30fps at 720p... either the visuals are never-seen-before kind of incredible, or the coding is rather poor.

hi,open world games, specially if they have much effects + fast movements, need always very much graphic card ram.
It's a common issue that nvidia limits the ram, so nvidia buyers have to buy new cards for their favorite open world games.
I have a 3080 ti with 12 gb my self, and the ram is bottle necking, I am honest... I am sick of this nvidia practise.. My next card will be a amd with more ram, cause I often want to play 4k, but nvidia is not good for 4k open world games.
It works fine in all other genres but not here, and it's annoying me

The system requirements are matching exactly. Just read them before you buy a game. Simple as that.
