If you want to stream the game see what your average fps is so if you average at 80 fps set an fps cap below that. Dx12 will use all processing power available which makes it hard to stream dx12 games. If you can keep your gpu usage below 94 % which is what a frame limit cap will help with it will stream better

I made it SLIGHTLY work! I can stream it on low settings this way with my pc build.
Game settings:
Display settings:
1920x1080p, 30 fps, vsync OFF, color filter option OFF
Graphics:
Presets: CUSTOM, Rendering: Variable Rate Shading OFF, Dynamic resolution OFF, Model Memory LOW, Texture Memory STANDARD,
Image Quality: AMD fidelity FX OFF, Nvidia Dlss OFF, Sharpness 0.80, Render Resolution 100%, Model Detail Level: STANDARD, Texture Filtering STANDARD,
Post Filters: Reflections/Motion Blur/Depth of Field/ Ray Traced Shadows/Ambient Occlusion/ Ray Traced Ambient occlusion/Anti-Aliasing ALL OFF, Fog Quality/ Cloud Quality/ Shadow Quality ALL LOW.
ALSO,
When you go to your game on steam in your library, go to properties, and find where it’s located in your files on your pc. When you find the Forespoken.exe file, right click and open as ADMINISTRATOR. this saved my ass while streaming this game too LOL.
Now I can play the game on lowest settings without it looking too terrible and also run Vtube Studio while streaming on OBS without crashing my entire stream.

What encoder you're using? Nvidia NVENC or x.264?
So the CPU usage must caused by something else, like CPU encoding or additional software running.
I'm currently playing the demo on a R7 5700. CPU load is at about 24%. and GPU at 98-99%
That's high, but nothing to be concerned about.
How does the game perform without streaming?
What streaming programm are you using? What resolution are you streaming on?
Are you using a camera? (that would cause additional CPU load).
What do you use NVIDIA Broadcast for?
Using DLSS would reduce the performance impact.
Unless you're Twitch partner there's no need to stream at 1080p, and even if you should use 936p instead. As a non-partner, use 720p at a good bitrate >4000
This might already take some burden from your System.
Not using cams or NVIDIA broadcast's video effects Like the virtual greenscreen)
should also save you some ressources.
I read someone with a 13700k with 80% CPU usage
Same performance RT ON or OFF, DLSS or not in that area (worse with DLSS in fact because less smooth despite of the same FPS count)
So do not bother it is the game fault
