That is for the Steam Client. This is for the operating system, SteamOS.
After it passes through preview and beta?...
There is no 3.6 on preview yet though, so you have to wait.
I think Valve is following a yearly release cycle. I believe Steam OS 3.6 will be release around mid to end November.

on my oled it detect a 60hz maximum display and in general the frame limiter option does not work at all
Can confirm. Using both results in a broken UI.
