I for one prefer this change. (do you really toggle it that often?)
When I press the button (...) and open the menu performance, the fps returns to 60fps without problems.
I close the performance menu and I have the same problem,30fps...
Changing the image refresh rate to 50 and fixes the problem, 50fps solids!!
Before the update it always worked at 60fps.
I have tried the stable and beta version with the same result

Considering it also need tons of config from in game too and not just the basic settings it offer in Steam performance settings, I'm not sure it would really worth it. Unless they allow games to get modified settings directly from this but it would require devs to update their games.
