Report a translation problem
Here is what I did to get it somewhat working:
1,) Unplug anything connected to the Dock except for the Steam Deck and power if needed,
2.) Check for a firmware update on the dock, chances are there is one.
3.) Update it, and restart your deck and disconnect it from the dock.
4.) Reconnect it to the dock and then reconnect everything.
It should work, if not do a quick power adapter unplug and replug. Sadly that is the only way to get the dock to work right now, at least for me and unfortunately this is sometimes as well.
Also, it would be a wise thing to post your exact make and model number of your TV or External Display(s), In my case I have a recent Sony Braivia; Sony is known to have this issue with white fuzz on the screen when connected normally.

I am debating whether or not to swap mine out under warranty due to the underlying issue still not being addressed despite so many users with this exact same issue. I unfortunately cannot get a refund because they took too long to help me although I sent them a ticket Immediately upon arrival of my dock...
There is a difference between your deck believes it is outputting to the screen vs the deck not recognizing the screen.
When you plugin your deck, your deck screen should flash as if it trying to configure your monitors. If your deck is not recognizing the screen, nothing happens when you plugin the HDMI.
The former is more common the later. The later only happens when your deck is set to USB DRD and all the USB ports on the dock are not working too. If its the latter, go to the bios and set the USB from USB DRD to USB XHCI.

HDMI consortium is known to be an aggressive group. I will assume TV will have tons of bugs.
Yea. DRM... You have to buy a better cable so you do not sneeze the signals.... Mess up the signals in any way and your TV will ignore your device. Instead of friendly error messages and somewhat mess up image, you get an absolute black screen. Great...
The problem isn't as simple as bad cable. The HDMI cartel decided to make your own TV an UX hell.

Just do the reset and see if it works.
