Add AFMF 2 frame gen to quick access menu

Now that AMD Fluid motion frames has Vulkan support, it would be worth adding it to SteamOS to help improve the smoothness of games, particularly if AMD's Anti-lag feature can also be included alongside it. It would be like having a Lossless Scaling alternative built into the OS that works in any game to try and improve the experience.

It's not a proper performance boost, but the extra smoothness could help some demanding games become more playable.
