Add "Broken Bumpers" Config Option

I have had my Steam Deck for years and both the LB and RB are broken, from my research it's about as common as Nintendo Switch Joycon drift and it's not a simple fix like swapping the LB/RB plastic buttons out as the main problem is little plastic bits welded to the motherboards that are worn out and require being soldered with replacement parts.

As a stop gap measure I suggest a Setting where by default L4 and R4 can be used as LB and RB respectfully as it feels pretty natural to move to those keys: additionally it would save me time re-binding every game's LB/RB and let me once again navigate Steam in Gaming Mode without the touchscreen.

You can ask support whether they will fix LB or RB for free? Some people report success, but I am in the group where I am annoyed that Valve didn't uphold their promise of selling the part on Ifixit.

I don't think I could survive long enough without my Deck to wait for shipping and repair.

Oh right I didn’t think of that.

Local cellphone repair store will fix it for you with less waiting time. The micro switches are very easy to source. I soldered my own but this required hot air station and a microscope.
