I do not think its possible because Valorant probably only accepts Windows secure boot keys. Steam deck already violates windows 11 spec for its low resolution screen. Valve will need to follow various Microsoft OEM rules to receive that key.

The only way to play Valorant is to ask Valorant make an special exception for Valve and allow Valve distribute a specialty Valve signed key. However, you will piss of Microsoft.
Microsoft or Valorant holds the keys to this issue. Valve cannot do much.
The situation above is pretty normal in technology. Every technology company protects their own moat. They all fight against freedom. You want freedom as shown in your quote, but technology companies have vested interest to never give you exactly what you want.
