Add option to disable downloading workshop content on a per game basis, per device.
Hi there, the basic idea of this feature is to give the user the ability to choose if they would like workshop content to be installed on their device and based off of the game.

An example:
I have Call of Duty Black Ops III installed on my desktop with ~200GB worth of workshop content installed and I'm perfectly happy with that, however when I try to install Black Ops III on my deck with the selected base game content I want, it is a reasonable ~70GB, but after installed the base game content I would like, Steam automatically starts also installing the workshop content that my account is subscribed to, which will take up far too much space on my Steam Deck. I'd like a feature to select if I want Workshop content installed on a per game basis so that my solution isn't just unsubscribing to content when in reality I'd like to keep it for my desktop.

Hey, did you try the thing on properties to see if you can disable it that way? cause i'm trying to see if that'll work for me where i wont have to uninstall the game fully and just disable the workshop content that way that i wouldn't want on there yet and then disable others and then enable the others so it'll not take up all my space, if possible can you try it that way and see if it'll work? i'm gonna get it and then if it works i'll get back with you on it on here
