An even simpler option (avoiding UI bloat) would be to highlight friends' layouts in the community layouts list, e.g. listing them first, or somehow 'scoring' them highly in the sort algorithm to push them near the top of the list. Probably colouring them differently or adding a note so it's clear why they're there.
I think your own personal layout is saved in the cloud only for your own personal use. Nobody can see them. You can also upload them to the community cloud for others to use.
The OP was asking for a Friends Cloud, so you can share them with just you and your friends aswell with the whole community.
I know one way to share layout with friends.
Share with the community first, and then get the layout website on the "layout detail" page.
Share it with friends, let them to desktop mode, open Kconsole, enter:
steam steam://controllerconfig/xxx/xxxxxxx
Another way. In desktop mode, then enter Big Picture Mode. Open the controller interface,Click Browse button in the lower left corner. Now you can see the layout of all your friends.
