is that doable for Gaming Mode or only Desktop Mode?
Of course, it won't be true "sleep" when downloading, but probably some intermediate low power state where the screen is off and other components are downclocked or turned off. Once the downloads are finished, the Deck then should go into full sleep mode (though the Steam client often schedules downloads for days in the future, so would it have to wake up for those?).
running the main cpu slower is not really sleeping, it's powering off the screen and downclocking, as is already achievable with a few configs in desktop mode (and has been previously suggested)
Valve would be able to make this setting easier, and maybe finetune it for better battery savings while using it, but I wouldn't expect any miracles...
in fact the "download while sleeping" feature on the PS4/5 and Xbox series have notoriously been villains of power consumption too, so even if there was a secondary CPU it would mean a noticeable battery drain compared to the real sleep mode... but this isn't immediately noticeable on those platforms because they're wall-plugged consoles, not handhelds
letting the user restrict this to only work while docked/charging is a clever request
